I would say make it 100% of the units to be 55+ per HUD allowance through HOPA!, that what we did for our SHV that we got approved this year (not an overlay more so like a PDD based on acreage within a Residential District). If the intent it is for seniors, I would make sure your ordinance is intertwined with the Federal law. No clue where ADU’s fall into all this either.

Our city council is taking up a new senior residential zoning overlay that would allow one un-age restricted multifamily unit for each senior age restricted unit.

We think a local land owner is trying to force multifamily into single family residential by hiding it behind the need for senior housing.

Are there other communities out there that have such a strange quirk?
