[Massplanners] Senior Housing Zoning +1

Our city council is taking up a new senior residential zoning overlay that
would allow one un-age restricted multifamily unit for each senior age
restricted unit.

We think a local land owner is trying to force multifamily into single
family residential by hiding it behind the need for senior housing.

Are there other communities out there that have such a strange quirk?
