[Massplanners] Submission Procedure for ANR's and Definitive Subdivisions

Dear Planners,

Can anyone point me in the direction of communities that have established an application process for ANR's and Definitive Subdivisions where the applicant is directed to submit the application to the Planning Department for review for completeness prior to filing with the Town Clerk?  It would be very helpful.
