[Massplanners] Public Notice Signage for Active Planning Applications

I instituted this in Bellingham, MA 20 years ago. Not sure if it's still a
requirement there but I had seen it in Seattle and thought it was a great
idea to actually post where the project is so that anyone passing by will
be informed.
