[Massplanners] Electronic Message Boards vs. Menu Boards

Alex,

Although I don't have any exceptions handy, The way I would approach this
world be to allow existing non-electronic menu boards to be converted by
allowing the community planner the power to waive the special permit
requirement if it passes their plan review and can show it won't be a
problem for neighbors.

The reason I suggest this is in the case where an order station doesn't
have appropriate screening to separate it from residential use, neighbors
will raise concerns.
