The Department of Planning and Community Development (PCD) acting through the Town Manager is requesting proposals pursuant to G.L. c. 30B, sec. 6 from qualified individuals and firms for Consulting Services (Consultant) related to affordable housing design and feasibility analysis for the Town-Owned Cider Mill Property near the Town Center for the Town of Billerica.



Proposals must be emailed only and received on or before 1:00 p.m., Friday, April 26th, 2024. Submissions delivered after the appointed time and date will not be considered. The Town is not responsible for delays in deliveries, deliveries attempted when Town offices are closed, mistakes in deliveries, or any other reason for a proposal that is not submitted prior to the deadline.

Copies will also be available in the Planning and Community Development Office at Billerica Town Hall, 365 Boston Road, Billerica, MA 02821 after 8:30am on Tuesday, April 9th. Submission instructions are detailed in section VII: Submittal Requirements.

The Town reserves the right to cancel any request for proposals, and to reject in whole or in part any and all proposals, when it is deemed in the best interests of the Town to do so.



PURPOSE

The Town of Billerica, acting through its Department of Planning and Community Development, seeks proposals from Consultants to study the potential for the Town to create affordable housing on a Town-owned site adjacent to the Town Center. Feasibility analysis would include site capacity including potential to maintain some open space, infrastructure requirements and recommendations for public-private partnership to achieve housing production goals. District level conceptual design is required to help identify ways that this development could better connect to the Town Center and support adjacent retail.



This project is funded through a Housing Choice Grant from the Executive Office of Housing and Livable Communities (EOHLC) for up to $95,000. The Town of Billerica is looking for ways to leverage a large parcel of land adjacent to the Town Center. While numerous projects have been proposed for this site, none have come to fruition for a variety of reasons. The project hopes to find a new use for the parcel that meets a number of Town goals, including creating affordable housing, making connections that enliven the historic Town Center, and providing open space and a potential connection to regional trail systems. The Town seeks design, planning and real estate financing services to create a vision or visions for the property and test the feasibility of the design with regards to both physical restrictions (wetlands, topography, potential traffic), as well as zoning and historic preservation restrictions and provide financial feasibility models.

Specific Goals include:

  *   Site evaluation and potential highest and best use scenarios including potential to meet some of the Town's goals
  *   Affordable Housing/Housing Production Plan goals
  *   Evaluation of scenarios under existing zoning and recommendations for zoning amendments.
  *   Design services to explore connecting new development at the site directly to the Town Center and be incorporated into current plans for traffic reorganization in the Town Center.
  *   Assessment of financial models that could be used to structure a public private partnership and potentially a draft RFP for a development partnership to accomplish the town's goals.
