[Massplanners] How to Create Hybrid Retail + Commercial Kitchen Spaces; Public Health and MGL Regulations

Greetings! I'm curious if folks have run into food service/restaurants who would like to promote a hybrid retail and commercial kitchen use. Basically, if a food establishment is open all week and cooking and serving food to patrons, but not open on the weekends, can they bring in interested entrepreneurs/other establishments to utilize their vacant kitchen spaces over the weekend to prepare their own food and/or potentially sell this food at the establishment.

We were confronted by some issues pertaining to MGL, specifically under 105 CMR 590.000. I was particularly interested, however, in section J (Innovative Operations). The Public Health department here does not believe this is an allowable use of the space. We are wanting to perform due diligence to see if this would be at all feasible for our businesses.
