[Massplanners] Floodplain bylaw implementation guidance

Whately is in the process of developing materials for implementation of 
the Floodplain Bylaw and would appreciate any examples of application 
forms, procedural guidance for applicants, and any enabling procedures 
or regulations that your community has established - especially those 
relating to separating out projects that pose minimal flood risk.

We would also appreciate hearing about any pitfalls of implementation 
and practices that have proven helpful - especially from communities 
like ours where the Building Inspector is not on the town staff and 
can't serve as the Floodplain Administrator.
