We are interested in making sure that we don't qualify for safe harbor due to the areas in use for affordable housing in town.  Has anyone worked with a consultant who does this calculation?  It's very specific and GIS heavy, exceeding our in house capacity.

Alison,
We just finished calculating our ?GLAM.?  Unfortunately, we can?t get a final figure because you cannot ask the state to provide the Group Homes percentages until you have an active 40B filing before the town.  However, we have a good idea where the group homes are, and with the help of our GIS provider - CAI Technologies ? we came up with a final percentage that was so far off from the 1.5% minimum needed for safe harbor that we can safely rule out having to do the GLAM calculations until we multiply the amount of our existing land covered by affordable housing by 10.

Hello!  Planning is proposing a parking amendment at our upcoming Town Meeting, one of the requirements we have placed in the off-street parking is the requirement for new multifamily buildings and nonresidential developments over 20,000 sf will have to provide 10% of the parking as EV Charging stations and an additional 10% shall be compatible with EV parking in the future.

My question is since cars do not need to charge for the full shift of an employee (8-hour shift) is the expectation that the employee will move their car to another spot to free up the EV charging station or do they unplug but stay parked for the whole day?

Are you aware if any employers charge their employees or visitors for EV charging?

How long can a resident stay parked at the EV Charging station at a multifamily complex and are they charged?

And for those communities that require 10%, do you think that is enough?

Any feedback you may have on what works or doesn't work in your community for private parking charging stations would be appreciated.

Jacki,

You have an option other than changing zoning. The newly available "specialized" stretch building code, if adopted at Town Meeting, will require that 20% of the parking spaces for multi-family developments have charging, and that a sf home be wired for 1 charger. I highly recommend that any community adopt the new specialized stretch code as it offers other key improvements that improve buildings and reduce GHG emissions.

We have found with our Chevy Bolt that it can take 8 hours to fully charge it, so I don't think you should plan on cars moving during the work day unless you install the much faster Level 3 charger that can almost fully charge a battery in just under an hour.

Good morning all:

I know this was discussed at some point within the last year or two -

The Planning Board is considering adopting a policy to address the practice of applicants and others submitting materials right up to the time/date of a hearing, which is quite burdensome to our administrative assistant (as well as depriving board members a reasonable opportunity to review the materials).   The concept is that materials submitted after XXX would not be considered at the meeting.  There was discussion around what an acceptable interval would be - 48 hours before hearing; 24 hours before hearing; noon the day before hearing, etc.

Does anyone have a policy like this (or other strategy)? As previously discussed, it's easy to adopt a policy; not so easy to stick to it.

If a Planning Board feels they haven't had sufficient time to review or consider new information -they can simply acknowledge receipt of during the hearing and continue the hearing accordingly, if so desired or necessary.  Would not advise adopting such a policy.

Good morning all:

I know this was discussed at some point within the last year or two -

The Planning Board is considering adopting a policy to address the practice of applicants and others submitting materials right up to the time/date of a hearing, which is quite burdensome to our administrative assistant (as well as depriving board members a reasonable opportunity to review the materials).   The concept is that materials submitted after XXX would not be considered at the meeting.  There was discussion around what an acceptable interval would be - 48 hours before hearing; 24 hours before hearing; noon the day before hearing, etc.

Does anyone have a policy like this (or other strategy)? As previously discussed, it's easy to adopt a policy; not so easy to stick to it.

We had a similar problem in Pembroke, especially with one particular project. We never adopted a formal policy, but I did communicate with that applicant and the applicant's engineer to make them realize that items submitted at the last minute would not be considered in the meeting. So in that case we established a rough, informal deadline. (For us it's generally most useful if the peer review engineer's report is the last item submitted, rather than getting revised drawings and documents that haven't been peer reviewed yet.)

New staff to support planning in housing or economic development New staff to work with neighborhood/civic groups, nonprofits, or commercial developer to develop affordable housing project(s) Adaptive reuse feasibility study for conversion of a municipal building into affordable housing Conduct a zoning review for barriers to new affordable housing Funding support for "smaller" scale affordable housing project Land acquisition for a future affordable housing project (Town would then need to develop RFP for design and engineering of a project)
