The Planner assists in the operations of the Planning and Community Development Office under the direction of the Director and provides a wide range of development and land use planning activities duties related to board and commission staffing, plan creation and implementation, data collection and policy analysis, and a variety of other planning and economic development projects as needed. This position is anticipated to be union position in the Billerica Professional Administrators Association (BPAA).
Essential Functions:
The essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.
* Works with applicants and reviews applications on behalf of the Planning Board
* Assists with board meeting preparation, including prepares and files agendas, legal ads, coordinates with applicants and prepares Board packets before meetings and takes minutes when required.
* Provides staff support and technical expertise as required by the Department or the boards relating to applications, zoning, procedure, etc.
* Conducts on-site field inspections of development projects (pre- and post- construction)
* Assists in the review and evaluation of development and zoning proposals; assists with conformance review of permitted site plans;
* Assists in the development of neighborhood or other town-wide plans.
* Assists with special projects as needed including grant applications, public outreach and education, economic development,
* Conducts research and prepares reports and GIS maps relative to planning and economic development topics
Recommended Minimum Qualifications:
Education, Training, and Experience:
Candidates must possess a Bachelor's degree or equivalent thereof, in Urban Planning, Civil
Engineering, or a closely related field. A Master's degree in a related field and 1-2 years of planning related experience is preferred.
Special Requirements:
Valid Class D Motor Vehicle Driver's License.
