[Massplanners] Written testimony/public comments

1) We have no formal deadlines other than "before the end of business" on
the day of the meeting. That way staff have the ability to retrieve it,
print (if applicable) or otherwise ready it for the Board.

2) Abutter notices include information about how they may provide
testimony/comments which include during the meeting, provide it in writing
(email, letter or note) to staff in advance of the meeting or via
discussion with staff who documents date, time, person and their comments.
Any testimony not provided "in person" during a hearing is read into the
record at the meeting by staff.

3) Once public comments/testimony is closed, nothing additional is
introduced to the Board or made a part of the record.
