Hi Margaret,
Beverly City Council has had a fine for parking a non-EV vehicle in a charging space, which was recently increased, and added one for EV vehicles that are not actively charging. Below is the language the parking & traffic commission recommended, which I believe is what Council adopted.


  1.  Recommendation that the fine for a “non-electric vehicle parking in an electric vehicle charging station space” be increased to $50 from the proposed $20.
  2.  Recommendation that the fine for electric vehicles parked in an electric vehicle space but not actively charging an electric vehicle be set at $50.

Watertown added this quite a while ago, so I think it is dated on the required number.  Also, stations can come in a pair so odd number requirements really don’t make much sense.  We also have been asking for more spaces to be charging station ready but have not formalized that in the Zoning Ordinance:

Residential and mixed-use developments required to provide 50 or more parking spaces per § 6.01(b) are required to provide a minimum of one parking space with an additional one parking space per 15 spaces, up to a maximum of three spaces, designated for a car sharing program. In all developments requiring more than 100 parking spaces per § 6.01(b), two electric vehicle charging stations shall be provided, with an additional one charging station per 50 additional parking spaces thereafter up to a maximum of five charging stations. These parking spaces shall be counted towards the total number required by § 6.01(b). These requirements may be met through an approved shared parking plan with an adjacent property per Special Permit.

Northampton requires one EV charging station per 15 parking spaces for all new or expanded parking lots with over 25 parking spaces. It applies equally for any land use or ownership (public or private)

Most communities have requirements for the number and size of parking spaces for various uses.  I'm hoping that some community has taken a stab at EV parking requirements.

Or perhaps there are good reasons why requirements such as these would be a bad idea?

It just seems, as planners, we should be doing something to ensure that years from now, folks aren't running extension cords out of their apartment windows so they can drive to work in the morning.
