[Massplanners] MassPlanners Extended Expiration

Hi Doug-

My understanding is that however many days remaining in a permit's validity
when the state of emergency began (3/10/2020) are added to its validity as
of the day it ended.  (6/15/2021).  So a permit originally expiring on
4/10/20 would have then expired on 7/15/21, for example.
