Disposition of Property at Swanton and Washington Streets, Winchester, MA

The Town of Winchester, Massachusetts, a suburban town located eight miles
northwest of Boston, is issuing this Request for Proposals (“the RFP”) for
the development of a town-owned property at the intersection of Washington
Street and Swanton Street (the “Property”).

The Town, per MGL c. 30B §16, is soliciting proposals that can respond to
the Town’s objectives for the Property and provide the most advantageous
development plan, as determined by the selection criteria defined in this
RFP. The selected proposer (the “Developer”) will then enter into a Land
Disposition Agreement with the Town for the purchase of the Property. The
Property was acquired by the Town by Order of Taking on December 13, 2021,
for a price of $5.27 million. The Town prefers to recover at least the full
amount of its acquisition price for the Property through the sale of the
land to the selected Developer. Specifically, the Town’s objective is for
the redevelopment of the Property to increase local housing options,
particularly for low- and moderate-income households. The Property is
currently the site of three vacant commercial buildings and associated
parking lots. All the housing units must be eligible for inclusion in the
state’s Subsidized Housing Inventory (SHI).

The Town intends to negotiate the sale of the Property to the Developer,
whereby the Developer shall be responsible for the construction,
redevelopment, and management of the housing development and potential
retail space. The sale of the Property will be contingent on the
satisfaction of the conditions that will be specified in a Land Development
Agreement (“LDA”) to be entered into by the Town and the Developer. The
Property will be sold in “AS-IS” condition and the Town will not negotiate
any reductions to the purchase price proposed due to environmental
conditions or otherwise. A Phase I Environmental Site Assessment for the
Property will be attached as an Appendix.

The Town will select a Developer with demonstrated experience and capacity
to develop affordable housing, and with the most advantageous development
concept that addresses the needs and goals of the Town of Winchester, while
considering the Developer’s price proposal as a factor, but not the sole
factor, in the Town’s determination. Details regarding Developer capacity,
the Property, and the development and design standards are incorporated
into this RFP. The Town encourages proposals from Women and Minority
Business Enterprises.

To respond to this RFP, please submit ten (10) bound hard copies and a USB
flash drive with files in PDF format on or before 10:00 am on *August 1,
2022*, at which time and place the responses will be reviewed and recorded.
Responses submitted after this time will not be accepted.
