[Massplanners] Reorganization - Rotating the Chairperson

The Board reorganizes each January.  It has not been uncommon for the same
person to serve as chair for multiple years - by vote of the Board.  As
previously stated by others, there can be considerable effort involved in
being chair, even WITH Planning staff. Not all board members can spend the
additional time necessary.
