[Massplanners] Special permit - certificate of compliance?

Good morning Mark:

I don't think there's an "official" Certificate of Compliance needed under
Mass law for Special Permits.

But, that doesn't mean you couldn't institute one.

It's a very good way of making sure that some of the non-building code
requirements are implemented before the final Certificate of Use/Occupancy
is issued.

Having such a document also reinforces mutual cooperation between the
Planning Dept. staff and the Building Dept. staff.
