[Massplanners] Local Capital Projects Fund...?

Hi All,
Wondering if anyone can point me in the direction of where to find more information on this third grant funding source called "Local Capital Projects Fund" that is called out in the MBTA Communities legislature.
As the Boston.com article linked below notes, we are all aware of the MassWorks and Housing Choice grants, but this third bucket is a little fuzzier (to my community at least), and if a consequence of MBTA Community noncompliance is a significant reduction in funding to our already severely underfunded Housing Authorities that should be better identified when we are presenting this to our communities. What projects and programs have been funded through this in the past? How is that 6.5 percent divvied up? Where does the money come from to fill this pot? Just from gaming revenue?
