Rachel,

I've been doing a bit of research on this myself. Unlike MassWorks or Housing Choice, the Local Capital Projects Fund isn't an application-based grant fund with a purpose articulated in a statute or policy document (at least none that I'm aware of). The Legislature appropriates where it goes, and for at least the last several fiscal years, it's been appropriated to supplement subsidies to local public housing authorities. This is the description of the appropriation for the most recent budget (https://budget.digital.mass.gov/summary/fy23/enacted/housing-and-economic-development/housing-and-community-development/70049005); the websites for budgets prior to FY20 don't break down how much of the subsidy budget comes from the general fund vs. Local Capital Projects, so I don't know exactly how long this appropriation has been the Legislature's practice. But the percentage has been going up progressively:

           *   FY23: 10.6%
           *   FY22: 10.1%
           *   FY21: 9.6%
           *   FY20: 9.7%

I also don't know if this is the only thing the Local Capital Projects Fund is appropriated for. Perhaps folks with more experience combing through budget documents can figure that one out.

I recommend talking to the executive director of your housing authority to find out how much of their budget comes from state subsidies versus rent receipts, federal funding, and other sources. About 10 percent of that figure is on the line.

Hi All,
Wondering if anyone can point me in the direction of where to find more information on this third grant funding source called "Local Capital Projects Fund" that is called out in the MBTA Communities legislature.
As the Boston.com article linked below notes, we are all aware of the MassWorks and Housing Choice grants, but this third bucket is a little fuzzier (to my community at least), and if a consequence of MBTA Community noncompliance is a significant reduction in funding to our already severely underfunded Housing Authorities that should be better identified when we are presenting this to our communities. What projects and programs have been funded through this in the past? How is that 6.5 percent divvied up? Where does the money come from to fill this pot? Just from gaming revenue?
