Here are the basics, assuming these all pass muster with the Mass AG.
It’s a general bylaw. This was a point of discussion. In the end it fell to general bylaw for a few reasons, including that people wanted to regulate no matter the district, and that people wanted to avoid creating preexisting nonconforming uses.
Owners are required to register with the Town annually.
If more than 3 violations, registration can be revoked by the Selectboard and the owner permanently barred.
Yes, fines in accordance 40, 21D.
No restrictions as to where in town.
There are regulations written into the bylaw, but the Board has the authority to set fees, and further to create rules and regs, policies and procedures as needed to implement the bylaw.

South Hadley is exploring adoption of a short term rental bylaw. We are interested in hearing about the experiences of other towns/cities with bylaw implementation on:
* general versus zoning bylaw
* type of permit or license issued
* ability to revoke the permit or license for nuisance activity
* ability to issue fines for nuisance activity
* For general bylaws, do you restrict short term rentals to specific parts of town?
* Did you adopt regulations for administration of the bylaw?
