[Massplanners] Community Preservation Committee Kick Off Meeting

One ground rule you should bring up right away is to make sure they
understand construction  and procument is centralized  with town
personnel.  I know of towns where that was left to the private group who
was awarded the funds, and it became very problematic.

I wouldn't want to discourage that group from undertaking some of the work.
Sometimes they can get donated work and materials for part of the project.
They just need to know end of the day only the town can make a binding
commitment, and has to follow procedures.
