Wylie,
Erving just had a public hearing on the addition of a Planned Unit Development district which accomplished what we thought a mill overlay district would, but encompassed more than just mill properties. It was generally well received by the public (at least in the hearing) with a few concerns raised by residents who didn't realize that it didn't actually change the uses allowed in the use table. They were concerned housing might be developed on a parcel which already allows residential uses under the existing bylaws. Emphasizing the shared driveway/one curb cut requirement was also important to our residents.

Like the recent post re: Medical Overlay Districts, does anyone have experience creating a Mill Overlay District to inform a site previously used for paper milling/processing to ensure future use encourages access to adjacent green space, increases public access, environmentally responsible uses, etc.?
I’m also curious – for this same property – beyond EPA Brownfield grants and MassDevelopment-type funding -- whether anyone has accessed any unusual philanthropic monies for brownfield re-development?
