[Massplanners] Mill Overlay District and Atypical Brownfields Redev. Funding

Like the recent post re: Medical Overlay Districts, does anyone have experience creating a Mill Overlay District to inform a site previously used for paper milling/processing to ensure future use encourages access to adjacent green space, increases public access, environmentally responsible uses, etc.?

I'm also curious - for this same property - beyond EPA Brownfield grants and MassDevelopment-type funding -- whether anyone has accessed any unusual philanthropic monies for brownfield re-development?
