[Massplanners] MBTA Communities-Expanded Technical Assistance for Existing or Proposed 3A Districts Available from MHP

Hello MBTA Communities Planners:
Launched in 2023, MHP's 3ATA Program provides cities and towns with direct technical assistance from pre-qualified third-party consultants for activities related to the adoption of multi-family zoning districts in compliance with MGL 40A Section 3A (the MBTA Communities Act). To date we have helped more than 75% of MBTA Communities with services including identifying district boundaries, developing use and intensity requirements, estimating unit capacity using EOHL's Compliance Model, drafting zoning amendments, and community engagement.

In FY 2026 MHP will continue to accept technical assistance requests from any communities seeking to comply with MGL Chapter 40A Section 3A (The MBTA Communities Act). We will also consider requests for related, follow-up technical assistance from communities that have already adopted compliant multi-family zoning districts. Examples include

  *   New or revised Economic Feasibility Analyses (EFAs)
  *   Guidance and establishment of systems to manage affordable housing units in 3A Districts
  *   Establishment of eligible Mixed Use Multi-Family Districts (MMUDs)
  *   Modifications/Expansion of district boundaries or changes to use and intensity requirements
  *   Community education, engagement and training pertaining to District requirements

Applications will be accepted on a rolling basis. Work will be performed by pre-qualified consultants under contract with and paid directly by MHP.  Consultants will work directly with municipal representatives to develop a scope of work for review by MHP.  Individual project costs cannot exceed $25,000 in third-party services. Work will commence depending on consultant availability but as soon as possible. Projects must be completed by June 31, 2026.
