<span style="color:#231F20">3ATA Program provides cities and towns with </span><span style="color:#231F20">direct technical assistance from pre-qualified third-party consultants<span style="letter-spacing:-1.45pt">
</span>for<span style="letter-spacing:-1.4pt"> </span>activities<span style="letter-spacing:-1.45pt">
</span>related<span style="letter-spacing:-1.4pt"> </span>to<span style="letter-spacing:-1.4pt">
</span>the<span style="letter-spacing:-1.45pt"> </span>adoption<span style="letter-spacing:-1.4pt">
</span>of multi-family<span style="letter-spacing:-1.3pt"> </span>zoning<span style="letter-spacing:-1.3pt">
</span>districts<span style="letter-spacing:-1.3pt"> in </span>compliance with MGL 40A Section 3A (the MBTA Communities Act). To date we have helped more than 75% of MBTA Communities with services including identifying district boundaries, developing use and
intensity requirements, estimating unit capacity using EOHL’s Compliance Model, drafting zoning amendments, and community engagement.
<o:p></o:p></span></span></p>
<p><span style="font-family:"Calibri",sans-serif">In FY 2026 MHP will continue to accept technical assistance requests from any communities seeking to comply with MGL Chapter 40A Section 3A (The MBTA Communities Act). We will also consider requests for related,
follow-up technical assistance from communities that have </span><strong><span style="font-family:"Calibri",sans-serif">already adopted
</span></strong><span style="font-family:"Calibri",sans-serif">compliant multi-family zoning districts. Examples include <o:p></o:p></span></p>
<ul type="disc">
<li style="mso-list:l0 level1 lfo1"><span style="font-family:"Calibri",sans-serif">New or revised Economic Feasibility Analyses (EFAs)<o:p></o:p></span></li><li style="mso-list:l0 level1 lfo1"><span style="font-family:"Calibri",sans-serif">Guidance and establishment of systems to manage affordable housing units in 3A Districts<o:p></o:p></span></li><li style="mso-list:l0 level1 lfo1"><span style="font-family:"Calibri",sans-serif">Establishment of eligible Mixed Use Multi-Family Districts (MMUDs) <o:p></o:p></span></li><li style="mso-list:l0 level1 lfo1"><span style="font-family:"Calibri",sans-serif">Modifications/Expansion of district boundaries or changes to use and intensity requirements <o:p></o:p></span></li><li style="mso-list:l0 level1 lfo1"><span style="font-family:"Calibri",sans-serif">Community education, engagement and training pertaining to District requirements<o:p></o:p></span></li></ul>
<p><span style="font-family:"Calibri",sans-serif">Applications will be accepted on a rolling basis. Work will be performed by pre-qualified consultants under contract with and paid directly by MHP. Consultants will work directly with municipal representatives
to develop a scope of work for review by MHP. Individual project costs cannot exceed $25,000 in third-party services. Work will commence depending on consultant availability but as soon as possible. Projects must be completed by June 31, 2026. <o:p></o:p></span></p>
