[Massplanners] Northeastern report on design-based zoning

Good afternoon planners --
I am writing to share a link to a new report on "design-based zoning", also
called "form-based lite." I collaborated on the project together with Tim
Love, Sam Naylor, and Camille Wimpe. The project was funded by Northeastern
University's Impact Engine initiative.

One of my takeaways is that using zoning to influence the design of
buildings and properties is not straightforward! You all know this, of
course.
This report is meant to be a conversation opener and not the final word on
zoning design. We really welcome your feedback, always!!
*Just another note*, while I am here: I had thought the Upzone Update
newsletter (published by Boston Indicators) would be a 2024 thing, while
the bulk of communities rezoned for MBTA-C. But it looks like the pace of
zoning reform news is holding steady in 2025, so I will produce some more
Upzone Update newsletters this spring. So, I welcome your ideas for things
to share there.
