The state NFIP coordinating office (DCR's Flood Hazard Management Program) has a fabulous 1.5 hour free online class that we give throughout the year titled "Being a Floodplain Administrator." I gave mine up a few years ago because the CEU requirements became too much, but I learned a great deal on the course which I'm not sure I could have learned anywhere else.

Because it's so intertwined with the Building Code, there's a strong case for saying it should be your Building Commissioner.
