Whoever is designated your Flood Plain Manager,  I say they should take the ASFPM Certified Flood Plain Manager training, here:   ASFPM Certified Floodplain Manager Program Information<https://www.floods.org/certification-program-cfm/>

I gave mine up a few years ago because the CEU requirements became too much, but I learned a great deal on the course which I'm not sure I could have learned anywhere else.

Because it's so intertwined with the Building Code, there's a strong case for saying it should be your Building Commissioner.
