I don't find the digest version of the Connecticut listserve to be very friendly on a smartphone (though fine on desktop).

This is what Connecticut uses. You might call CLEAR and ask.

Whatever the board decides, it will likely require a re-sign-up process for everyone. Also, it might be beneficial to do a test-launch of the most promising platforms and have some people test them.
