I don’t know about creating the account, but if it’s used for official business subscribers would have to copy their public accounts somehow so all information is archived as a public record and available for discovery and public records requests.

Regarding the Google Groups option, one has to create a Google account in order to access Google Groups. Any valid email address is acceptable to create the account. 

What is unknown is if state agencies, municipalities and businesses allow employees to create Google accounts using their official email addresses. Anyone had any experience with this?
