Fairgrounds Analysis

The City of Brockton is looking for qualified planners, financial and real
estate professionals to submit quotes for tasks related to the
redevelopment of the 66 acre Brockton Fairgrounds. This work is anticipated
to be completed no later than January 17, 2025.


The Brockton Fairgrounds are located at 600 Belmont St, Brockton, MA 02301.


The tasks are not mutually exclusive and the City may choose to pursue one
or all of them. Teams may choose to provide quotes for individual tasks,
all four or a combination of tasks.


Background: a regional developer is proposing to redevelop the former
Brockton Fairgrounds site for a new mixed-use development.  The project
would include up to 600,000 sf of industrial space, 1,200 multi-family
units with 40,000 sf of ground floor retail space, 30 attached single
family quadplex units, and a 3-acre public park/plaza.



The City wishes understand the following:


Fiscal

   -

   Tax Impacts - what might the City expect in the way of  new tax revenue
   (property ,hotel, restaurant) from the developers proposed build out?
   -

   School Impacts - how many net new students should the City expect and
   how might that affect funding?

Transportation and Mobility

   -

   Off Site Vehicular, Bike and Pedestrian Impacts - how many new vehicle
   trips will the project generate, how will those trips impact the current
   conditions at the High School and along Belmont St, West St, and Forest
   Ave? What are the current Bike and Pedestrian amenities in the area and
   what are the expected impacts?
   -

   On Site Vehicular, Bike and Pedestrian Impacts - will the conceptual
   roadway configuration provide sufficient capacity for vehicle bike and ped
   circulation?
   -

   How much parking is appropriate for these land uses at these levels of
   intensity?  What is the most efficient and financially feasible means of
   parking the development?
   -

   What Mobility Management tools could be used to reduce the impact of new
   traffic on the surrounding area?

Social

   -

   Neighborhood Impacts - how might the proposed development affect the
   adjacent residential neighborhoods?
   -

   Displacement Impacts - how would a development of this scale affect
   rental rates and property values in the neighborhood and city?

Opportunities

   -

   What is the current and projected demand for various real estate types
   in southeast Massachusetts?
   -

   Given the location, what percentage of that demand could the site absorb?
   -

   Does the current plan property reflect those market conditions?
   -

   Are there opportunities that should be further explored and pursued?
   -

   How might that affect how the site is configured and phased?


Submission


All materials are to be presented in Adobe pdf format.


The quote must include the following information:

   -

   Name of the proposing entity and the project lead, including contact
   information
   -

   Names of all subcontractors, consultants and partners
   -

   Statement of qualifications for team members
   -

   Scope of work to accomplish the tasks being quoted
   -

   Cost by task to be completed



Quotes are due at Noon on Friday, September 20, 2024.  All quotes and
statements of qualifications are to be emailed to planning at cobma.us
