[Massplanners] Standard Planning Board Admin

Hi Trish, and everyone,

At one point there was something in the form of a guide provided through
the Citizen Planners Training Collaborative (
https://masscptc.org/index.php/training/).It's been a while now so I don't
recall which trainer provided it, but maybe it is something in the archives?
