[Massplanners] With or Without Prejudice

Dear Planners,
Wondering if anyone can provide any guidance on the criteria a Planning
Board would use in regards to accepting the withdrawal of a Special Permit
"with prejudice" versus "without prejudice"? I'm also under the impression
that the vote on accepting the withdrawal can be by a simple majority
versus a super majority because 40A only indicates the super majority
threshold on "approval" of the Special Permit.
Thoughts?
