I think this depends a lot on your moderator.  I would argue that accepting a floor amendment could remove compliance and, since the goal is to accept a compliant district meeting the requirements, such amendment is outside of the scope of the original article.

Hi everyone,



At a recent session on MBTA zoning one of the presenters suggested town meeting communities work with their moderator and make the zoning article an up/down vote with no floor amendments. Has anyone thought of doing or has done this? We know that modifying a district on town meeting floor will not ensure a compliant district, but is there a legal avenue that would allow making the vote an up/down?
