[Massplanners] RFP for Cell Towers or other lease options for municipally owned towers

Hello,
Does anyone have any experience with using a municipal tower for leasing to cell phone companies or other telecommunication entities? And if so, any tips on writing an rfp to attract clients who would want to take advantage of our tower.
