[Massplanners] Planning Board Policy for Submission of Meeting Materials

One additional add:  time needs should account for your various peer review
consulting review time.  Though the board must approve specific
consultants, some will take the recommendation of the involved department,
who may be more in direct contact.  Examples: Engineers of record who built
and host the town's water hydraulic model; stormwater management that may
impact a ConCom permit, etc.  So the depaetments and engineers may need to
give advice as to their review time needs.

Also, it seems a trend is developing where all sunmittals and documents are
posted for the public ahead of meetings. So the public also would need time
to review in advance of the meeting.
