[Massplanners] Subdivision Decision Tree

While not exactly what you asked for, I made up the attached ANR cheat
sheet for the board that I am (Planning Board) to use as a guideline when
we're doing ANRs. Of course, ANRs can have a lot of twists and turns not
captured by this sheet.

If it's not an ANR -- it's a Subdivision. *I think
