JOB POSTING
*Position Definition*
Under the general direction of the Town Manager, the Director of Land Use
and Economic Development acts as the Chief Operating Officer for the Land
Use Department (Planning, Inspections, Conservation and Zoning Board of
Appeals) of the Town of Foxborough. This position performs highly
responsible, professional and administrative work, while exercising
considerable independent judgment relating to land use and the
corresponding environmental and economic development issues. This position
may also receive requests from Land Use and Economic Development-related
Boards and Committees as needed. The Director provides professional,
technical, administrative, and supervisory work in organizing and
coordinating the Foxborough Land Use Departments. This includes long range
planning; grant writing; project review processes in accordance with
Massachusetts General Laws and environmental regulations; interpreting
local zoning and local regulatory bylaws of the town; following all other
applicable rules and regulations such as the Massachusetts Building Code.
The Director is responsible for carrying out a wide range of research and
representational activities requiring good judgment, analytical ability,
diplomacy and confidentiality.
*Essential Functions*
Serves as professional and technical advisor to the Planning Board.
Oversees projects related to the Subdivision Control Law, special permit
process, and site plan review; prepares reports and recommendations to the
Planning Board; attends Planning Board meetings; and performs all related
administrative procedures.
Serves on Foxborough’s “Operations Team,” a leadership group that meets
weekly to discuss operational and strategic issues of the Town. The Ops
Team is comprised of the Town Manager, Finance Director, Fire Chief, Police
Chief, DPW Director, Building Commissioner, Director of Human Services and
Director of Land Use and Economic Development.
Coordinates Town Economic Development efforts in consultation with the Town
Manager. Provides technical support and serves as professional advisor to
the Economic Development Commission. Attends EDC meetings. Communicates and
coordinates Town activities with State development entities, regional
economic development groups and chambers of commerce. Provides guidance to
property and business owners looking to open or expand businesses in
Foxborough. Develops and recommends strategies, programs, activities and
collateral materials for effective community and economic development
programs and projects. Applies for and administers grant funds to achieve
adopted objectives and according to the funding authority’s guidelines and
regulations. Conducts technical research studies and prepares statistical
reports and recommendations for drafting or revising local legislation and
plans, projecting trends, monitoring socioeconomic data, etc.
Leads Master Plan efforts in coordination with staff, other departments and
volunteer boards and groups. Develops short and long range plans; gathers,
interprets, and prepares data for studies, reports and recommendations.
Coordinates department activities with other departments and agencies as
needed.
Provides technical assistance and information to citizens, landowners,
developers, attorneys, engineers and other interested parties seeking
interpretation of the Town’s Zoning Laws and the Subdivision Rules and
Regulations of the Planning Board, commercial site plans, and industrial
development. Makes presentations to supervisors, boards/commissions, civic
groups and the general public.
Reviews subdivision and special permit development plans and nonresidential
site plans prior to submission to the Planning Board for completeness and
conformance with applicable bylaws and rules and regulations. Ensures that
plans are approved and/or endorsed according to procedures established by
Town regulations and Massachusetts General Laws.
Manages and participates in the Development Review Team Process: Meets with
engineers, developers, and contractors to review projects, often in
conjunction with other development review staff such as the Staff Planner,
Public Health Agent, DPW, Water and Sewer Board, Conservation Commission,
Building Commissioner and others. Provides technical planning support and
expertise to the Board of Selectmen and Zoning Board of Appeals as needed.
Prepares and manages the annual operating budget of the Planning
Department, and oversees and approves the overall Land Use Department
budget. Approve vouchers, staff timesheets and payroll for Planning and
Zoning Board of Appeals. Establishes priorities for staff and reviews staff
work; serves on several committees.
Meets with developers to review alternatives for achieving desired project
outcomes such as timely regulatory review, economic development, enhanced
project feasibility, accessibility, environmental protection and aesthetic
appeal.
Works with Building Commissioner to ensure efficient and stellar operations
of the Inspections Department.
Performs similar or related work as required, directed, or as situation
dictates. Regular attendance at the workplace is required.
*Supervision*
Supervision Scope: Performs highly responsible work of a complex nature
which involves the exercise of independent judgment and initiative in
planning and overseeing the administration of the Department.
Supervision Received: Work is performed under the direction of the Town
Manager.
Supervision Given: Provides supervision of Department staff of five full
time and four part time employees, developing job direction, assigning
tasks, instructions and monitoring performance. May supervise intern(s).
*Work Environment*
Work is performed in Town Hall under typical busy office conditions; the
noise level is moderate. May be required to occasionally conduct field work
including site review of proposed subdivisions and construction projects,
which may involve walking and climbing over uneven terrain; exposure to
varied weather and field conditions. Must drive self or have transport to
and from field sites. Employee is required to attend numerous regular
evening meetings with Town boards/committees. Makes regular contacts with
other town departments, engineers, attorneys, local, state and federal
agencies, developers, and the general public.
*Recommended Minimum Qualifications*
*Education and Experience*
Master’s degree in planning, public policy or related field desirable; AICP
preferred. Ten years of progressively responsible experience in planning or
land use; municipal experience preferred; or any equivalent combination of
education and experience.
*Special Requirements*
Possession of a valid motor vehicle operator’s license.
*Knowledge, Ability and Skill*
Knowledge: Extensive knowledge of the principles and methods of land use
planning, project permitting and economic development, with basic knowledge
of building codes and principles. Thorough knowledge of municipal
principles, practices and procedures, preferably in the Commonwealth of
Massachusetts, including intergovernmental relations, municipal grant
writing and administration, budgeting and finance, personnel management,
economic development, public involvement. Knowledge of real estate
terminology, laws, practices, principles, and regulations.
Skill: Excellent oral and written communication skills, including writing
reports, memos, completing applications, editing, preparation of technical
reports, and the presentation of information to the Town Manager, staff,
boards, government entities, and various public and private entities. Skill
in communicating with the public via various media outlets.
Ability: This position requires a high degree of professionalism, and
extensive administration abilities, including budgetary, grant writing and
financial oversight of Land Use Departments along with the ability to
verbally communicate effectively – both to individuals and in public
forums. Ability to interact with a broad range of individuals, coordinate
activities, and resolve conflicts. Ability to interpret and apply municipal
policies and procedures, town bylaws and federal and state statutes.
Ability to plan, organize, supervise and inspect the work of professional,
technical and support personnel; ability to delegate responsibility;
ability to prepare and present technical and statistical reports; ability
to negotiate and resolve disputes effectively; ability to exercise
creativity and initiative in resolving town problems and issues and in
carrying out administrative responsibilities. Ability to work as a team
member, and establish and maintain effective working relationships with
employees, town officials, the business community, the general public and
state, regional and federal officials. Ability to understand and manage
high-profile, sensitive or controversial political situations; strong
problem-solving and negotiation skills. Ability to maintain confidentiality
when required.
Ability to analyze complex issues and to develop relevant and realistic
plans, programs, and recommendations. Ability to read plans, maps, and
blueprints. Ability to conduct independent research and to analyze and
interpret results. Ability to communicate effectively in written and oral
form. Ability to prioritize multiple tasks and deal effectively with
interruptions, often under considerable time pressure.
*Physical Requirements*
Employee is regularly required to walk, stand, sit, talk, and hear; uses
hands to finger, handle, feel or operate objects, tools, or controls, and
reach with hands and arms as in picking up paper, files, and other common
office objects. Employee may infrequently lift and/or move objects weighing
up to 30 pounds such as books, equipment, supplies, etc. Vision and hearing
at or correctable to normal ranges.
