[Massplanners] Eligible Facilities Requests and local approvals

Hi all,
Can anyone tell me whether a wireless eligible facilities request can
require a special permit (that may not be denied and must be approved?). We
have a local bylaw that says that adding antennas to a pre-existing tower
triggers a new SP for wireless towers. However, the FCC's regulations say a
municipality "cannot deny and must approve" eligible facility requests. I
am also aware of the shot clock deadline.
There's a 2000 SP for this project that expired in 2005-- it was supposed
to be renewed every 5 years.
TLDR How does your town handle eligible facilities requests? BP or some
Board approval?
