[Massplanners] Site Plan Review for private schools

The Hardwick Planning Board is currently updating their zoning laws and have a few questions.
 
1.  Is a private non profit school subject to a site plan review when building 8 modular housing units on the campus? Or for any other school related building or project, i.e., athletic fields, etc?
 
2. Does anyone have a definition(s) for municipal uses that may be subject to site plan review?
 
3. Can a large scale solar project be restricted to 15 acres of total area?
