[Massplanners] Subdivision Roadways

Planners,

This might a be a stupid-question-of-the-day candidate... but I cannot recall if I found this in statute or in a different town's Subdivision Regs...  but can a new dead-end subdivision roadway be accepted as a public way if it intersects with a private way and is only accessible via the private way? Granted it would be poor practice to accept such a petition - I'm just curious if it's in the statute or locally regulated.  Thank you!
