[Massplanners] Public Hearing Continuance process

My advice, always open the hearing, there is a clock that you do not want
to miss. So

1. Read notice opening the hearing;
2. Allow applicant to make request;
3. Board consideration, if there is a large crowd you could consider
allowing public input as it could guide what happens at a continued
hearing. Board members may also have comments for applicants.
4. Grant continuance.

We have granted many consecutive continuance.
