[Massplanners] New Board members and public hearings

Good Afternoon,
If a public hearing is opened but immediately continued (no testimony heard
or any discussion), at the next meeting, can a newly appointed Board member
participate in the public hearing and vote who was not an appointed member
at the initial meeting when the hearing was opened?  In sum, I'm trying to
ascertain whether the trigger for eligibility is the opening of the hearing
or the testimony.
