[Massplanners] Fees for Public Projects

This is probably a silly question, but hopefully I receive not so silly answers.

It makes sense that municipal fees for public projects are automatically waived because it's like paying yourself; however, is there any law that states that public projects do not have to pay municipal fees?    Do your boards actually vote to waive fees for municipal projects if they have the right to waive fees?   Or if fees are controlled by the Select Board, does the SB formally waive the fee?
