[Massplanners] Paper [possibly a staffing report] outlining City & Town Planning Staff levels, etc.

Good morning planners!

I am writing in hopes this vague description of a paper I read [and have
since lost] might ring any bells, as my searching has provided no results.

It was a Massachusetts-centric paper, and though it may or may not revolve
around these figures, within was outlined staffing levels of planning
departments around the state, as well as structural organization within
municipalities. I do not recall if it was peer-reviewed or just a report,
but I am unable to find the paper.

If this rings any bells for anyone, please let me know!
