The Town of Leicester is looking for an Assistant Town Planner.
ASSISTANT TOWN PLANNER
The Town of Leicester seeks qualified applicants for the multi-faceted position of Assistant Town Planner.
General Summary: Under the supervision of the Director of Development & Inspectional Services/Town Planner, the Assistant Town Planner provides professional, administrative, and technical support with plan review, permitting, and various land use and planning activities. The position will serve as point of contact for questions related to process, policy, and procedures and provides general support to applicants navigating the permitting process. The position is responsible for identifying opportunities and providing recommendations that promote the best interests and needs of the Town.
Duties and Responsibilities
Permit Coordination
* Respond to inquiries related to the Leicester Zoning Bylaw, Subdivision Rules and Regulations, and other land use regulations, policies, and procedures.
* Reviews proposed plans to ensure compliance with relevant statues and bylaws.
* Manages the intake process providing information/guidance to applicants, reviewing submissions for completeness, collecting applicable fees, distributing to appropriate staff and consultants for review, and provides project status reports.
* Coordinates interdepartmental technical review meetings.
* Conduct and assist with field investigations assessing conformance with approved plans and orders of conditions issued by various special permit granting authorities.
* Provides administrative and technical support to the Planning Board, Zoning Board of Appeals, and Conservation Commission through application review, research, and support with pre/post meeting procedures.
* Maintains accurate records of the permit process and associated activities.
Additional Duties
* Assists the Director with research on bylaws, programs, policies, etc. and provides recommendations for improvements that promote the best interests and needs of the Town.
* Assists the Director with identifying and implementing strategies to streamline the development review process and improve the customer experience.
* Manage the budgets for project review accounts.
* Maintain webpages for the town department and applicable boards/committees.
* Performs research and supports special projects as assigned. On occasion, perform supervision over hired consultants.
* Attends relevant meetings of local boards and committees. The Conservation Commission meets on the second Wednesday of each month in the evening and the Zoning Board of Appeals meets monthly on Wednesday evenings (varies).
Work Environment
Work is performed under typical office conditions. Some work may be performed in the field. Work schedule is generally during business hours but may require attendance at evening meetings. Attendance at relevant training sessions and professional meetings is expected. The position makes regular contact with town departments, state and federal agencies, professionals associations, developers, attorneys, engineers, and the public. Contacts involve discussing confidential information, complex environmental laws and regulations, approaches, and procedures, as well as meeting routine requirements.
Qualifications
* Experience with the interpretation and application of zoning laws, building/site plans, property research, and data analysis.
* Bachelor's Degree in urban planning or studies, land use, public administration, engineering, or related field, with a minimum of 1-3 years of experience in zoning administration, construction, planning, or similar functions within a municipality or private sector.
* Knowledge of applicable Massachusetts General Laws, Chapter 40A, etc., preferred.
* Knowledge of the Massachusetts Wetlands/River Protection Acts, experience highly preferred.
* GIS experience preferred.
* A valid driver's license is required.
Salary Rate: Up to $55,450/year, DOQ.
Hours: 38-hour week. Monday, Wednesday, Thursday (8:00 AM - 5:00 PM), Tuesday (8:00AM - 7:00PM). Town Hall is closed on Fridays.
