[Massplanners] "Banquet Facilities" and Nightclubs

Anyone out there have any ideas to prevent "Banquet facilities" from
becoming nightclubs?

We have a host of new banquet halls and event spaces that, once they have
the vitulers and liquor license, rent out their facilities to party
promoters.    This is a huge nuisance to the community.

How might you stop that?
