I would first look to where the board or committee was created to see if that role is defined, then to any adopted rule or procedures of the board or committee.  If it isn’t addressed in either place, I would say it is the chair.

Who can call/schedule a meeting of an elected board, commission, committee?  Is it only the Chair?  Or can a member or certain percentage of the board call/schedule and post a meeting?  Thank you!
