[Massplanners] Appointing authorities

Separate from the policy question as to what it ought to be: I was taught
state law (if one of the Plan of government adopted, or special legislation
for the town charter,) would supercede something local such as planning
board rules and regulations.  As maybe would a personnel bylaw or something
adopted by town meeting vs something adopted by a board (may or may not
have been the case.)
