Position Description



JOB TITLE:  Conservation Agent

DEPARTMENT:  Land Use Department

REPORTS TO:  Town Planner



Summary

The Conservation Agent is responsible for professional, technical, and
administrative work in assisting the Conservation Commission administer the
Wetlands Protection Act and the Medfield Wetlands Bylaw. The Conservation
Agent maintains and promotes Medfield’s conservation lands and trails. Work
includes review of applications to the Conservation Commission and
interaction with other Town officials on development projects; performs all
other related work as required.



Part time, 20 hours per week benefit-eligible position.



Essential Duties and Responsibilities

*The essential functions or duties listed below are intended only as
illustrations of the various types of work that may be performed. The

   - Serves as the sole staff support to the Conservation Commission.
   - Attends all Conservation Commission meetings, prepares agendas and all
   background materials, information and permits for the meetings, and
   prepares meeting minutes.
   - Performs a variety of professional, technical, and administrative work
   to assist the Conversation Commission with administering the Wetlands
   Protection Act (WPA), the Medfield Wetlands Bylaw, the Medfield Stormwater
   Bylaw, and any other applicable bylaws and regulations
   - Works with applicants and prepares all documents and decisions for
   Conservation Commission action.
   - Conducts and coordinates site visits and prepares site assessments for
   members of the Conservation Commission, establishes and maintains the
   field-monitoring program.
   - Enforces State and Town wetlands laws; prepares and issues Enforcement
   Orders.
   - Promotes the Town’s conservation land and trail network, a resource of
   great pride for the Town.
   - Maintains the Conservation Commission webpage.
   - Prepares and monitors the Conservation budget.
   - Identifies potential grant opportunities, writes grant applications,
   and administers awarded grants.
   - Creates and implements departmental policies and best practices in
   accordance with existing state, federal and local laws, regulations and
   standards regarding conservation.
   - Serves as an information resource for residents and applicants and
   delivers high-quality customer service.
   - Acts as a liaison with other municipal departments, boards, residents,
   and the general public.
   - Collaborates with and provides technical assistance to other boards
   and officials on land use and environmental issues, including Stormwater
   Management.
   - Reviews all Conservation Commission applications for accuracy and
   completeness.
   - Participates in professional development, keeps current on and advises
   Conservation Commissioners of important regulatory and legal developments.
   - Works with other Town staff to develop and implement a multi-year land
   stewardship program for land, dams, and trails under the jurisdiction of
   the Conservation Commission.
   - Works with the Conservation Commission and other Town staff, boards,
   and committees on reports and plans, such as the Conservation Commission’s
   Annual Town Report and the Open Space and Recreation Plan.
   - Performs similar or related work as required, directed or as situation
   dictates.





*Recommended Minimum Qualifications*:

*To perform this job successfully, an individual must be able to perform
each essential duty satisfactorily. The requirements listed below are
representative of the knowledge, skills, and/or abilities required.*

*Education, Training and Experience*:

Bachelor’s Degree preferred in Environmental Science, Ecology, Natural
Resources Management, or a related field; three to five years of related
experience in the field of wetlands protection; or any equivalent
combination of education and experience. Possession of a valid motor
vehicle operator’s license and insured vehicle.



*Knowledge, Ability and Skill*:

*Knowledge:* Working knowledge of Wetlands Protection Acts and State DEP
regulations, policies, programs, and operations; knowledge of the
applicable provision of Massachusetts General Laws concerning Conservation
Commission operations.  Good working knowledge of office practices and
procedures, forms, and equipment.  Working knowledge of computer systems
and common software packages. Working knowledge of GIS software and GPS
systems.  Excellent written and oral communication skills. Excellent
organizational skills.



*Ability:*   Ability to analyze problems, prepare reports and formulate
recommendations concerning wetlands laws and regulations.  Ability to read,
understand, and interpret technical specifications, blueprints, engineering
drawings and plot plans.  Ability to conduct field inspections, identify
wetlands plants and soils and delineate wetlands. Ability to deal with the
public in a courteous and tactful manner and enforce state and town laws
and regulations firmly, impartially and tactfully.   Ability to work
independently and effectively under time constraints to meet deadlines.



*Skill:*   Skill in word processing (Office Suite and Google Docs) and the
use of computers and standard office equipment. Aptitude and attention for
details and accuracy.  Excellent organizational skills.



*Physical Requirements*:

*The physical demands described here are representative of those that must
be met by an employee to successfully perform the essential functions of
this job.   Reasonable accommodations may be made to enable individuals

Minimal physical effort required for administrative duties. The work
requires lifting print and other materials, and office supplies weighing up
to 10 pounds, filing, and typing on a keyboard at a moderate speed.
Traverses uneven terrain, climbs over fallen trees/vegetation and accesses
all areas of a construction site and the woods.







*Supervision*:

*Supervision Scope: *Performs varied and responsible duties requiring the
exercise of considerable judgment and initiative in coordinating
Commission’s operations, formulating decisions and policies, and relieving
the Commission of administrative duties not requiring their official
attention.



*Supervision Received:  *Work is performed under the administrative
direction of the Town Planner and the Conservation Commission in accordance
with state and local laws and regulations. Incumbent generally establishes
own work plan and completes work in accordance with established
departmental policies and standards; only cases involving clarification of
policies are referred to supervisor.



*Supervision Given:  *None.



*Job Environment*:

   - Majority of work is performed under typical office conditions; the
   noise level is moderate at times.  Fieldwork is performed outdoors under
   all weather conditions and hazards associated with construction sites.
   Required to attend evening meetings, generally the first and third
   Thursdays of the month.
   - Operates an automobile, computer, printer, and standard office
   equipment.
   - Makes frequent contact with residents, other town
   departments/boards/committees, developers, construction contractors,
   engineers, real estate agents, and the general public.
   - Has access to department-related confidential information.
   - Errors in administration and judgment could result in reduced levels
   of service, cause confusion and delay, adverse public relations, harm
   public health and safety, and have financial and legal repercussions.
