[Massplanners] Section 81W “Petition” Submitted by Third Party

That is one you should have Town Counsel weigh in on. If the application is
complete you probably need to open the hearing,  but should have proper
legal guidance to have proper cause to deny. It does sound like they want a
second bite at the apple and are looking to create a path for a new appeal
opportunity.
